Improving the level of Interconnection is an important suggestion made by China Premier Li Keqiang at the 18th ASEAN Plus Three Leadership Meeting. The Interconnection will provide strong support for regional cooperation and is also the main content of China's Belt and Road initiative. As ASEAN is located at the crossroads and necessary roads of the 21st Century Maritime Silk Road, building the East Asia Marine Cooperation Platform and promoting maritime connectivity cooperation are the primary development goals of the Strategy. To build a 10+3 and 1+X connectivity model of East Asia Marine Cooperation Platform, which will be a political and diplomatic communication channel for international maritime affairs based on East Asia and radiate Asia-Pacific, realize maritime interconnection and provide strong support for regional cooperation.

The International cooperation adopts the 10+3 connectivity model, in which 10 stands for Association of Southeast Asian Nations, or ASEAN for short. The members are from 10 countries including Malaysia, Indonesia, Thailand, Philippines, Singapore, Brunei, Vietnam, Laos, Myanmar and Cambodia. 3 means China, Japan and South Korea. The 10+3 model is based on China-ASEAN cooperation (10+1) and takes China, Japan, South Korea and ASEAN cooperation (10+3) as the main channels. In addition, to build the East Asia Marine Cooperation Platform according to strategic, pragmatic and long-term needs. The Platform will be deeply involved in East Asian cooperation and promotes practical cooperation between China, Japan, South Korea and ASEAN in the marine field.

The Domestic cooperation adopts the 1+X connectivity mode, in which 1 means Qingdao city, which will be the core of the international marine cooperation and exchange center, the East Asia Marine Cooperation Platform Headquarters, the construction of the necessary office space including an integrated office building, academic exchange and exhibition center, information exchange center and necessary logistics Security facilities, etc., and the permanent symbol buildings at the West Coast New District. 1+X means building a demonstration zone and pilot zone for marine economic cooperation, an East Asian Marine Science and Technology Cooperation Park, an East Asian Marine Science and Technology Cooperation and Disaster Prevention and Mitigation Center, an East Asian Marine Talent Training Base, etc. in Qingdao to gradually expand the platform’s radiation range to X cities and other provinces.
